Try a TTL 3909 blinker chip. I agree with Ethan. If you want to use a
recharger then go with a AA battery. It is much easier to reach the
recharge voltage for a AA then for a 9V. For parts you may want to
disasemble a rechargeable LED garden light available from Wal-Mart for
3 dollars.
