[Hrgeeks] Blinking LED

I'm working on a small project.  I don't have much experience in
electronics, however, this seems easy enough.  I want to build a small
circuit with a blinking LED, that recharges throughout the day, and
blinks at night, a slow blink.  I'm looking at something low voltage,
that will blink for 12 hours.  This will be encased in a PVC pipe, with
small solar panel and photo sensor on top.  This is a marker buoy with
weights in it and anchored to the bottom of a pond or structure in
pond.  Google returned some schematics using a 9 volt battery

?  Will this work if I bought a rechargeable 9 volt & small solar panel?
Will it fit in a 2-3" PVC pipe?  Everything will have to be
weather/water proof.
