There are two popular models.  First is Italy, where for a long time you
could just pick a frequency that didn't seem to be in use and start up your
AM, FM, shortwave, or land-mobile station with no interference from the
government.  This.... really didn't work.  Everything wound up like the CB
bands, and FM stations were often changing frequency to deal with interference
issues so you never knew where your favorite station would be.

The second one was Mexico, where you could just pay a lot of money to the
government and they'd license you for anything you wanted.  If someone else
was using that frequency, well, they'd have to pay more money than you did.
Whoever paid more money would get what they wanted.  That's how we got the
megawatt border blasters like XERF and XTRA-AM that were audible in most of
North America.  It didn't work so well for the US stations that happened to
be sharing those frequencies, though.

I don't think either of these two models is really very sustainable and
they don't make for an environment in which I'd like to live.  The free market
is a good thing, but bandwidth is a finite resource... and a unrestricted free
market for a finite resource is a recipe for disaster.
