Adam is correct.  Here are some extra pieces of info:

STIMS appears to be have been developed by NWDC and is a secure database 
that resides on the high side for managing  Seat Trial activities.  STIMS 
was used by C2F during JEFX 06 to coordinate all experimentation like MDA.
